Bihar Skill Development Mission (BSDM) was constituted in the year 2010 with the vision to increase the capacity & capability of the system to deliver quality skill training and professional knowledge to the youth to enhance their employability and bridge the skill deficit with a view to meet the growing demand for skilled manpower.

1 Governing Council
  • Review the activities and programmes undertaken by the Mission and to give overall policy guidance and direction for its efficient functioning
  • Amend the rules of the Mission in Consultation with the govt. of Bihar
2 Executive Committee
  • Control the management of all the affairs and funds of the Mission
  • Plan and Review the progress of Professional and Skill Development initiatives in the State
3 Principal Secretary, Labour Resources Department-cum-CEO, BSDM
  • Ensure that the affairs of the Society are run efficiently and in accordance with the provisions of the MoA, Rules & Regulations and Bye-laws of the Society
4 Mission Director, BSDM
  • Constitute a Mission Task Force comprising of Officers & Staff of the Mission which would work in a Mission mode for the achievement of the objects of the Society
  • Plan, direct, coordinate, organise and supervise day to day work of the Mission
5 State Programme Management Unit (SPMU)
  • Programme Planning and Oversight (Planning & Coordination)
  • Instituting Systems and Processes
  • Procurement support to the mission
  • Developing monitoring systems
  • Support to all departments and to other line departments in skill development agenda
6 State-wide Implementation Support Agency (SISA)
  • Provide to BSDM its expertise and experience in rendering managerial, operational, technical and coordination services in implementation of the large scale Skills Development Program using the its software platform
  • Deploy team of qualified professionals at State, Regional and Cluster levels
7 District Programme Management Unit (DPMU)
  • Co-ordination between the various field offices of the departments which are carrying out the training programmes with the agencies imparting skill training.
  • Local placement facilitation and assistance
  • Reporting to SPMU/Departments in specified templates on programme progress and adherence to M&E framework
  • Monitoring the conduct of training activities.
